Declaration of commitment for Comformation Judges BSZS - Addendum to the message from the President SV Prof Heinrich Messler – July 2016

As a Judge appointed to the SV Bundessiegerzuchtschau 2016 I commit myself to the especial observation, recognition and maintaining of the following points:
It is not permissible for judges adjudicating at the SV-Bundessiegerzuchtschau 2016 to judge dogs at Regional Breed Shows held before the German Youth and Junior Championships and the SV Bundessiegerzuchtschau 2016, that were in their ownership, part-ownership or possession within the last 12 months. (The date of transfer decides) This also affects dogs that were bred by them, as well as those that are owned, part owned, or are in the possession of near relatives (1and 2nd degree).Close relatives are equal to long term relationships, communal ownership and communal housing. To be compared with Judges’ Regulations of the SV III, adjudication of Judges. Clause 1.2)
Judges officiating at the SV BSZS have the obligation to accept a judging appointment inland, and must rescind their agreements to judge at Regional Shows and Championship shows abroad within 4 weeks of the publication of their Siegerschau engagement. (Also see Judging Regulations of the SV, IV Duties of Judges, para 1.5)
I make the commitment to implement all the measures imposed by the Managing Board, for the objectively putting in place of the previously agreed to size measurements before and during the show.
I agree to, during the judging of dogs presented to me, during the events before and at the show, in respect to size, evaluate any deviations from the size given in the Breed Standard, as a fault, and to take this into consideration in my adjudications, in the exact proportions to the degree of definable deviation. Dogs defined in this aspect are not to be placed within the top 30 dogs at the Siegerschau.
The placing and the angulation of the hind-legs is to be given special attention in the fore field as well as during the Siegerschau. Here the guidelines of the standard are to be consequently enforced. This is especially enforced in view of the instability of the hindquarter which significantly reduces the working ability of the dog. Dogs with such restrictions are to be, depending on the degree of impairment, not to be kept in
mind for the last ring (top ring) of the SV Bundessiegerzuchtschau, but in any case not to be placed within the top 30 dogs.
During the conduct of my adjudications of my office as Judge of the SV- Bundessiegerzuchtschau I am fully aware of the especial effected outcome and setting of an example within and without. Above all it is important to work against the image of the “Downhill Dog” and the “over angulated hindquarter”. Under these viewpoints I shall not permit that the dogs will be handled and therefore manipulated when set up in the individual examinations in stance. This is also in effect during the assessments in stance whilst judging movement.
I shall pay attention, that the assessment during the trot, as well as on the (loose) leash as in the 1. excerpt from the standard: The position of the hind legs is slightly set back, when viewed from the rear, the hind legs are parallel to each other. Upper and lower thighs are of almost equal length and form an angle of approximately 120 degrees, the thighs are strong and well muscled. The hock joints are well developed and firm, the rear pasterns stand perpendicular under the hock joint.
6. 2. Movement. The German Shepherd Dog is a trotter. The limbs must be of such length and angulation that the hindquarter may be thrust well forward under the body and the forequarter reaches equally far forward without noticeable change to the back line. Any tendency towards over-angulation of the hindquarter decreases the firmness and endurance and therefore the dog's working ability. Off lead gaiting at a medium speed, possible for every “normal” dog handler, will take place. Unsportsmanlike conduct of the handlers will be penalized by placing the dogs further back in the lineup for grading.
Dogs that are intended for the Select Group, or, the first placing at the SV Bundessiegerzuchtschau, must be exhibited in at least three Breed Shows in Germany, under three different judges.
I already here and now accept the guidelines and ethics regulations declared on the occasion of the conference of breed judges in Lahnstein on the 6th of Dec. 2015, and support these without restriction. Any third parties requesting of me, to get around or evade these ethics regulations, I shall bring to the attention of the Board and the legal offices of the SV. The presented objectives are recognized by me and supported without restrictions. The Managing Board is entitled to recall my appointment to judge at the SV Bundessiegerzuchtschau at any time, and without giving cause. Against this, I shall not engage in any legal defense.

As a judge appointed to adjudicate over a Performance Event of the Main Association, I declare myself bound to give special attention, recognition and adhering to the following points:
The Judges appointed to the Bundessiegerzuchtschau / Bundessiegerprüfung are bound to accept a judging appointment inland, and must rescind their agreements to judge at Regional Shows and Regional Elimination Performance Trials and breed shows abroad within 4 weeks of the publication of the Bundessiegerzuchtschau / Bundessiegerprüfung where applicable. (Judging Regulations of the SV, IV Duties of Judges, para 1.5)
It is the ethical responsibility of mankind, to rear and sufficiently train a dog. The methods used herein must take into account the scientifically established findings of behavioural scientists, especially in cynology. To achieve the upbringing, instruction and training aspects, the force free, and for the dog, positive method is always to be used. Methods that are not species specific, that are not appropriate for the raising, schooling or training of dogs, are to be rejected. (see Animal Protecton Laws). Herewith I declare that I personally do not apply and use the above mentioned unsuitable rearing, schooling and training methods ( as i.e. the electro stimulus tool)
During the adjudication of the Judging Office in the framework of the SV events, it is to be ensured that during the preparations and exhibition of the dogs the ethical basics named under point 2 above, will be adhered to by all dog handlers.
In case of transgressions against the Statutes of the SV, Section 3 para 3, this is to be actively worked against and especially the utilisation of raising, schooling and training devices is to be prevented immediately, and to be reported to the SV head Office.
During the conduct of my adjudications of my office as Judge of a Performance Trial of the SV, I am aware of the especial effected outcome and setting of an example
with my judging within and without, and conduct myself positively in the sense of the image of the Verein für Deutsche Schäferhunde (SV) inc. “Out of respect for the dog”! The guidelines given above are acknowledged and supported to the best of my ability. The Managing Board is entitled to recall my appointment to judge at the FCI- Federal qualification trials / SV Bundessiegerprüfung at any time, and without giving cause. Against this, no legal recourse is given.
